It is only becoming in any functionary to revise and modify or change his opinion on further reflection and inquiry, - but I cannot admit for a moment that the action of the police has been in any respect satisfactory as regards the limitation or eradication of the abuse in question, - but rather fear, from all the facts I have gathered together, that the subordinate officers of Police are to a great extent the profiteers by, - the protectors and patrons of, the illegal gaming places, - that fees are habitually levied for securing impunity, and that the police are thus corrupted and deteriorated to the great detriment of the public Service, by a system of demoralization against which but a total change of system will enable us successfully to contend.

The licensing system, given by Mr. Stirling the Chief Magistrate, are entitled to much consideration, especially keeping in view his official experience in the Colony. The document from a Chinese man, which he encloses, is curious and valuable, but probably the facts it reports as to the existing state of things outweigh the reasonings which are opposed to a change. The statements as to the collusion of the Police officers with the keepers of gambling tables are, I have reason to believe, correct.
